Research Security Training
Over the past several years, the federal government has placed increased emphasis on protecting public investment in science, preventing the misuse of sensitive data and technologies, and ensuring the security of research personnel, including those traveling abroad.
As part of the implementation of NSPM-33 and provisions under the CHIPS and Science Act, Federal regulations and guidance require that all principal investigators, co-principal investigators, and other types of key/senior research personnel who apply for federal funding take research security training (RST) prior to the submission of any new funding proposal request, including non-competitive segments of current awards.
WHO IS REQUIRED TO COMPLETE RESEARCH SECURITY TRAINING?
- All CSU faculty, staff, post-doctoral scholars, and students who are named as key personnel on proposals to federal funding agencies or resulting awards must take RST.
- Additional groups may be required to take RST based on agency policy and award terms and conditions. These individuals will be contacted directly by OVPR.
- RST is strongly encouraged for all members of the CSU research community and is available to everyone.
WHEN SHOULD RESEARCH SECURITY TRAINING BE COMPLETED?
- All key personnel must complete RST to request new funding after October 1, 2025.
- RST is an ongoing requirement and must be completed in the 12-months prior to any request for new federal funding.
HOW DO I ACCESS RESEARCH SECURITY TRAINING AT CSU?
- Navigate to CITI and login using the “Login Through My Organization” option.
- Type “Colorado State University,” choose CSU and login using your CSU ID and password.
- Scroll to the bottom of your Learner Course page and click “Add a Course.”
- Click “Research Security Training (Combined)” and “Not at this time” to all other screening questions.
HOW DO I RECORD COMPLETION OF RESEARCH SECURITY TRAINING?
- Your training record will be automatically updated upon completion. There is no need to download your certificate or provide the certificate to OVPR.

Federal Laws, Regulations and Directives Pertaining Research Security
The U.S. Government has enacted the following federal directives and legislation regarding disclosures, research security program requirements, and research security training:
- The Biden White House Office of Science and Technology Policy (OSTP): Guidelines for Research Security Programs at Covered Institutions.
- National Security Presidential Memorandum 33 (NSPM 33) and Implementation Guidance
- Released in January 2021 and January 2022
- Requires all federal research funding agencies to standardize disclosure requirements for federally funded awards
- Requires research institutions receiving over $50 million per year in federal research funding to certify that they have implemented a research security program
- CHIPS & Science Act
- Enacted in 2022
- Mandates research security provisions including:
- Annual Research Security Training requirements for Federal research award personnel: page 792, section 10634
- Certification of no involvement in Maligned Foreign Talent Recruitment Programs (MFTRP): page 787, section 10632
- National Defense Authorization Act for Fiscal Year 2021
- JCORE Recommendations:
- Developed in 2021 by The National Science and Technology Council Joint Committee on the Research Environment, Subcommittee on Research Security in coordination with the National Security Council
